Ugly Betty is not a comedy. It is a campy drama with humorous elements.

Scrubs is a half-hour single camera comedy with limited dramatic elements that in contrast, makes the comedy elements funnier.
It is a half hour long.
The actors on Ugly Betty have an hour to impress an Emmy judge. Zach and crew at Scrubs have 30 minutes.
Desperate Housewives? Also shouldn't be competing with actual comedies.
The categories should break out into half and full hours, then TV movie, then mini.
However, by virtue of all the above, Betty will win some awards. But it's still not a comedy.
